Who can officiate at a Quebec Marriage or Civil Union?

In Québec, any person meeting the requirements below may act as the officiant of a marriage or civil union if the person has obtained authorization from the Ministère de la Justice. The person must:
be a Canadian citizen or a permanent resident in Québec;
be a person of full age and have the full exercise of all his or her civil rights;
not have been convicted of a criminal offence in the preceding three years or of an offence punishable by summary conviction in the year preceding the request for designation;
be able to speak French or English;
agree to comply with all the substantive and formal requirements that apply to the solemnization of a marriage or civil union.
Designated clerks and deputy clerks of the Superior Court and notaries authorized to execute notarized acts may also solemnize marriages and civil unions.
The same holds true for mayors, members of municipal or borough councils and municipal officers designated by the Minister of Justice, but they may act only within the territory defined in the instrument of designation.
